No, it's definitely meant to be hilarious and entertaining. Yes, the underlying message is serious, but it doesn't mean they can't have some fun with it. Unfortunately, a lot is lost in this translation literally (puns, allusions, etc.) and emotionally (the pains of illness, and the determination of the personified condom to protect you.)

I can't believe this is for real! But watching the whole thing through it's obvious that they are very much serious about this. I'm a little ashamed to admit now that I actually laughed out loud at this strange East Indian PSA (or whatever you want to call it) for condoms the first time I watched it, but in all honesty it is indeed very informative and not only that but cheery with a catchy sing-along tune that goes with it to boot! With all that said I still can't help giggling at it though.
